cs4 memory issue

I have cs4 64 running on windows 7 64 bit with an i7 processor and 12 Gigs of ram. even though I set PS to use 8G I only see up to 3G being used in Task manager before it starts to slow down (paging) and no matter what I do I can't seem to get more than 3G of use. What am I missing??
