Hi crow, these can be made in Photoshop but not without some difficulty. I could accomplish the effect but I would have to do some experimentation and then I'm not sure I could explain my process!
I would suggest Adobe Illustrator for this type of effect, it would be much easier!
Having said this, I will continue to search for a Photoshop tutorial on this type of effect. If I find one I will let you know.
