I'm trying to emulate the style in this photo, I tried doing it to a photo by playing with levels and all I could get was a silhouette of the image, not the denser or less-dense white dots to represent lighter and darker areas.

the first is the original picture
the second was done with the save for web, used the pattern rather then no dither as it came out looking a lot like a silhouette, the 3rd was done with the stamp tool.

They are in the direction of the look I'm going for, but don't look near as good as the one I was copying the look from.
Is it that the picture I'm starting with isn't suited for the look I'm going for?
 
Update: Looking around for the source of the original photo, I saw that it was a illustration from Harpers Weekly, in other words, it came with the look that it has on the shirt. Hard to imitate something that was originally drawn that way.

If anyone does have another idea of a way to more closely imitate it that would be awesome.
