Creating an Animation Slide for a Minecraft Texture Pack

Hello, I hope enough users on this website are familiar with Minecraft. I'm working on a Minecraft texture pack and have finished all of the block textures except the ones for water, fire, lava, and portal. Since these are animated, I have to create an animation strip for them. That is, stitch together a bunch of 128x128 images, each a single frame in the whole animation. These images also have to be a seamless pattern. I'm rather new to Photoshop, so I don't want to end up in the middle of working on this without knowing various methods that could make this easier. That is, if there is an easy way to do this. Or, will I just have to go through the tedious task of making a bunch of copies of the same image and manipulating them individually?

EDIT: I attached the default water animation strip for Minecraft as an example.

I don't get it? The file you attached is just a translucent blue. It's only a single frame so it's not an animation. Perhaps you need to provide further information.
 
The minecraft textures work like a slide, instead of frame for frame.
So instead of a video of frames, you make one long image, which slides across the block.

So I don't have experience making MC texture packs
Perhaps this will be easier answered on the minecraftforums

But ya, it basicly is copy pasta, and edit each one of them
