Creating a retro illustrated/drawn effect like this?

I've been searching pretty hard for the past while for tutorials on doing this. I did use a nice retro baseball card tutorial which helped achieve somewhat of an illustrated look but not quite there.

These are two photos I found, both the same but one is snapped with a camera and the other illustrated. I'm wondering how I would recreate the effect...either with or without coloration of the original b/w image.

I think your 1st question is how does one create the look of the 1st image that you posted.

It's hard to reproduce the look exactly, but you can get fairly close with just a couple of simple steps: Drop the clarity slider in ACR, and then apply the shadows/highlights tool one or more times with different settings. You will need to use the "advanced" controls, not just the basic controls.

See attached b4-after examples.

The answer to your 2nd question (ie, getting the color illustration look) is much more complicated. I'll leave that for someone else to answer. ;-)
