Creating a circular scale?

I'm making up some guitar pedals and I'm going to etch the enclosures with the graphics I want (black and white). There are a number of places with potentiometers and I would like to be able to create a sort of circular scale going around the knobs and getting larger as it goes. I'm not sure exactly what to call this but I know you can imagine what I'm talking about. Something sort of like this:

I can't really find exactly what I'm looking for to be able to show you but you get the idea. Even the above would work but how could I make sure the spacing on the numbers are scaled correctly? I could do it in autocad I guess but I would like to learn to do it in photoshop.
