Create 300dpi image?

I'm trying to get these printed as stickers but ran into some issues with the company:

I'm trying to get these stickers made EXACTLY like this. But I ran into a couple issues with the company approving them:
- need them in a VERY HIGH resolution 300dpi.
- would like image to come out between 5 to 7.5 inches in WIDTH
- also need quarter inch (0.25") of bleed on all sides for cutting purposes
