Could anyone give me insight on how this effect is created?

I have been able to achieve the vibrancy and colors with some hue/saturation and vibrancy layers, though i have not been able to recreate the airbrush(?) like effect on the characters (lil wayne). Anyone know what I can do?

To me, this looks like it was airbrushed...............with an actual airbrush and not Ps.

Yea it seems like it was airbrushed though i know for a fact it wasnt, the artist i got it from (_artdealer_ on instagram) only works with digital art.
