Correct Workflow for photo enlargement?

Using Photoshop 19 in State Library.

Is the following steps the right order?
Crop then enlarge

Have 4:3 image, 5184x3888, that I want to enlarge to (2:3) 40cm X 60cm; 16" X 24"

Select Crop, add 16" x24" in width x height, at top left menu bar. Choose cropped image with overlay and OK.

Save As or Export As -
Becomes 5184 X 3456,

? Image Size vs Canvas Size.. is this where I enter the size of final product? For 16in X 24in Ratio 2:3
? Select Bicubic Smoother (for Enlargement) or Preserve Details 2.0? Resample

Resolution 300dpi (if needed, can be 240dpi)

Hey there... here's a few pointers...

- No need to delete the cropped pixels. When cropping, uncheck the "Delete cropped pixels" checkbox. Unwanted pixels gets hidden, but are still there if for some reasons you want another ratio someday.
- You wanna change image size. Changing the canvas size will do just that... the canvas will get larger, but not the image.
- Resampling method depends on the actual image... Bicubic Smoother is probably fine, but you should test out a few methods to see what's best. One easy way is to Duplicate your image (Top Menu / Image / Duplicate) and test on another version... Keep only the nicest one.

Make sure to keep an original copy!
I assuming this is for print.
If so go to the menu bar IMAGE> Image Size and use these settings

Note up top the image size has been increased. PS is adding pixels to the image also known as interpolation.
I have found when you upsample an image using Preserve Details setting woks best.
Then there is no need to export. Just do a File>Save As.
