It doesn't simply because it is not necessary.

Using guides and snaping, it is a breeze to place an object in any part of the design.

here's my method:


1 - zoom in to the place where you want the new object (choose any of the corners of the area) [press z]

2 - draw a rectangular marquee with one of the marquee corners in the same position as the previous corner [press M]

   (actualy if you want the position to be numeric you can. In the menu bar the drop down style has one hidden beast "fixed size"!

   enter desired size, click anywhere and drag the selection to the border of the document, after step 3)

3 - Turn on Snap [View menu->snap]

4 - drag a vertical guide and drop it in the corner (you need to have the rulers visible [press Ctrl+r])

5 - do the same with an horizontal guide

6 - press Ctr+d (deselect)

7 - paste

8 - press v (move tool)

9 - drag the new layer near the crossing guides
