Controlling the Threshold of Posterize Layers

Hi there i like to make stencils for art. The best way to do this is to cut out an image, make it black and white and then posterize it using 3 layers or so. The problem im looking to fix is when i posterize in 3 layers i get different amount of black white and gray. I am looking to control how much grey, black and white i get on each layer. For example lets say i want to do a single layer stencil i just black and white and use the threshold and i can control how much threshold is show or how much black i will see. Is it possible to control this using posterize so that i can control all the 3 different colors that make up the stencil that i will eventually cut out? :) Here is a good example how the techniques used. http://www.youtube.com/watch?v=A1hUYXVeqFs
