LOL!!! I was working on an easy way to do that but I'm running into difficulty. It depends on how easy you want to make it on yourself.
I personally would use the Pen Tool, but it might take awhile. You would have to set up your brush tool size and color. Then use the Pen Tool to make the curved shapes, then stroke the paths with the brush and simulated pressure.

The hard way!
Set up your Brush Tool to the corect brush width/size and color.
Use the Pen Tool to create a path.
Right click on the path and choose "stroke path", choose "brush" and tick on simulate pressure.
Repeat until you finish the cloud. You will have to adjust the brush width on the smaller and skinnier curves.

You can do an internet search on Photoshop Custom Shapes - clouds. Or a search for 'line drawing clouds' and make a brush.
Here I just used Color Range to isolate this cloud from your example. I could just use this or make a brush.
