Combining Images: Picking up colors

I am trying to blend the facial features of a photograph into a cartoon head. The cartoon skin color is a single color with no variation. What is the best way to pick up that color and overlay it onto the skin tones of the facial features in the photograph? Layer masks aren't really cutting it; it just looks like a photo bleeding into the cartoon.
