combining 2 images into single document

I am watching a video at Lynda.com. and following instruction to take 2 (or more) photos that are open and visible in the tabs that run across the top of the screen and bring them into one document. I want to bring several pictures into one document and have them show up as layers (in the layer workspace to the right of the screen.)

The video tells me to select the move tool and then drag the photo on the screen to one of the other tabs while holding the shift key (to center the pictures).

In the video the picture dragged to the tab shows up as a layer (in the layer workspace) on top of the picture it is dragged into.

When I do it, nothing happens. All that happens is that the picture I am dragging it into shows up in the Layers menu workspace. No layer is created.

Anybody tell me what I am doing wrong?

You just make selection in one picture inside Photoshop and move it into another, it opens in a new layer of target photo.
Or there was a technique described on this forum, select them in Bridge and go Tools->Photoshop->Load files into Photoshop layers.

Ive found about 3-4 different ways to accomplish the same thing now. I also found out what I was doing wrong with the technique I was failing at. I was dragging the pic by taking the cursor all the way to the tab of the doc I wanted to drop it into. This was causing the problem. You need to drag the one pic to the other but have the cursor stop short of the tab itself.
Simple but frustrating for awhile.

Strange, I tested it even now, I drag it till the tab, wait for the moment until Photoshop changes focus to this tab and then release. This really works for me.
