I hope you understand what I want and please Hurry Up.I would like if you have some videos of how to make it :)

Please hurry up? You probably should not rush people when asking for help, just a little life advice.

Anyways, These are 1 of 2 things. The first being a 3D model set in an environment. In which case the reflected lights you're seeing are actual lights set up in the 3D environment being reflected off of the car's paint. Or 2. They're a digital painting and the reflected lights are painted in. You can blend using the brush tool, or smudge tool. Though I prefer the brush tool method using the eyedropped A LOT w/ a low flow if you don't have a graphics tablet. There's tutorials online...Plenty of them...You could just search for "How to blend colors in photoshop." since that's essentially what you're asking. Did you even look before asking here? Just out of curiosity, my friend. Maybe put in a little bit more effort yourself? :)
