Clone Stamp and Patch tools...not working...

Hi guys,
I already googled a lot about this problem and tried out most of the suggested fixes but they don't seem to work.
Can you give me some hints what to try to fix this? As the title says Clone Stamp and Patch tools don't do anything.

I am working on Hintergrund Kopie and this are the adjustments of the tools:

I want to clean up something like this with the tools:

The frustration is killing me right now...
 
Resetting doesn't do anything. I am on Windows 10 and my PS version is PS CC 2017.
Already tried "All Layers". No effect.

I only reset Clone and Patch tool. Did nothing for me.
Could there be some interference with the Smartfilters or the Levels adjustment layer?
 
Do you get an error message when you try either clone stamp tool or patch tool?
If your working on a smart object you will get this error

OK you need to double click on the smart object layer to edit it, it will open up a new document window that you can edit.
When you make your changes click on the X to exit and you will be ask to save your changes

I notice that if I deactivate the uppermost high pass filter (for the rough contours) the artefacts I want to remove disappear. Don't know if that has something to do with the tools...The file itself is HUGE. Can I upload this???
 
Well, Shift+Ctrl+Alt E works. I really don't know why, but it works...I mean it's just a merged copy of all the modifications I've done, right?
 
Yes it's just a merged copy of the layers but without knowing your workflow it's hard to say what is causing your issue, you are obviously selecting a layer that is not editable with the tool your trying
 
I was working on a copy of the lowermost layer mostly. There was no lock or anything on it, so I don't know why it's not editable...I can upload the .psd file anyway, but maybe tomorrow, it's really late here now.
 
Well, the file size is about 800Mb (how does it get so large?)! Is there a trick to reduce the size before uploading? My upload speed is about 0.1kB/s...
