CS64 Clipboard Problem

I can copy items to the clipboard from any layer within PS CS4 and insert them in any other layer, but when I copy a graphic from another program - I have tried Word, Outlook and Snaggit - the previous item I copied in PS is the only item that copies to the selected layer.  There is no sign of the item I copied from elsewhere. I am using Windows 7 64 bit as my OS and have 4 GB of RAM.  I had no problem with CS3 in XP.  If I copy the item on the clipboard, copied say from Word, it copies correctly into Outlook etc, but not to PhotoShop. Can anyone help me resolve this problem
