The Warp tool might work here. I have an old version of Photoshop and the warp tool has been greatly improved in recent versions, so you may want to check a few tutorials to learn about the tool.

In your case, on a new layer above your original image, create something like this, which you have already learned to do in your post from a few days ago (this is the image that @IamSam created):

Expand this (Edit>Transform>Scale) to make it a lot wider than the actual dimensions of your image. The expansion should look like this:

Now use the Warp tool to shape the image to fit your wave. Something like this:

From here, use a layer mask to reveal the sky, the crest of the wave, the surfer, etc. You can also adjust the opacity and experiment with different layer blend modes.

My version.........done fairly fast so it's not exact! Colors are not the same.

Other than a few angle differences, I think I finally figured out how to do this effect.

The OP had a hard time posting in the proper forum and has been absent. But if he does return, I can explain how I think this effect was done.

I initially tried an alternative method where I created a layer of fibers (Filter>Render>Fibers) using black & white fibers. I used a strong motion blur to get them more like parallel lines, and then I shaped it with the Warp tool, similar to my post above. Changed the layer blend mode to Soft Light. A few Levels adjustments got me pretty close to the original sample image.

Maybe I didn't completely understand the mission - I just placed one image on top of the other, masked out what I didn't need, added a curves adjustment and then ran i thru Gigapixel:
