Specific Cleaning up a old photo

If anyone could help I would appreciate it. I am new to photoshop and have a college class on it this summer to help learn. In the meantime my brother has old version 7 on his desktop and I have a book but not finding out how I can clean up this photo of my sister who passed away some time ago of her and the kids. I am tring to learn before I need to get the more expensive version I guess for school but not sure what their requirements will be. If any one can direct me where to go in old version 7 on where to start I would appreciate it.

There is no chance to make photo of this photo again reducing the glare? Or maybe several photos at different angles showing all corners of the photo?
 
Thanks for looking into this but I don't have any other photos. I have to ask my brothers or sisters if they have any.
 
So you don't have this photo phisycally? It will be hard but maybe not impossible, maybe someone here will have idea how to restore it, I willl try also ;)
 
Did you scan this in or did you take a picture of it with a camera? If you snapped a Pic try doing it somewhere with even lighting.
If you can get a better capture of the photo repost it. Here is a 2 second fix using curves. I'll check back later to see if there is a new image, otherwise some more work can be done to this to make it presentable.

Thanks, yes this is the only photo I have but I will see if my brothers or sister has one. I will ask if this is a scanned photo or from the camera. Most likely a scan photo since it is so old.

I spoke to my niece and she took that picture with her phone from the original. One of my other relatives may have something. Thanks for the help my Niece really appreciates the hard work. I know my PS program is way out of date since I went to PS website and they are like at version 19 but it all looks to be online now. I have a lot to learn.
 
Here is my attempt, tried to remove the glare and photo texture. Little work on L channel in LAB mode, using false flats and several random techniques but there is a loss in detail, but maybe someone will have better results.

If this was a picture from a mobile to the original it's a poor way to go about it, for the best quality have a scan set to high DPI so we can work with as much data as possible.
 
Thanks but it was all my niece had of her Mom before she lost her.

But she still has the photo, right?

O.robles is saying rather than taking a photo of the photo, you niece needs to use as high a quality scanner as she has access to, and scan the photo in instead. This will provide a much more even light, and will pick up more of the original data for people here to work with.

The better the quality, the easier to manipulate.
