Changing Pxl Sizes

Hey guys quick questions,

For a client I need to deliver images that are changed to 500*200 pxl (wide, low). How do I do this?

Simple thing I'm sure, thanks in advance!!!

Image - Image Size (Ctrl + Alt + I),

Or Image - Canvas Size (Change the measurement to pixels) - This doesn't change image sizes.

I assume by your user name and question that you're a photographer and you don't use Photoshop.
You can download Gimp, a free and powerful editing program.
