Changing colours in arrows that always appear black

Hello all, I need your help. I have to make some arrows to point items in certain photos I use for model airplane kit instructions. I haven't been able to change the colour of the arrows. I need them mostly white. What can I do?

Are you using the line tool to make your arrows or shape tool?

In CS6 which is what Im using there is a "Fill Box" to select the color of the shapes you make. See attachment, its the lil blue box. Select it to choose a color. In other versions you should see a simliar box somewhere across the top heading. Your box is probably black, that black box is prob where you change the color of the shapes/arrows...... hope this helps.
