Specific Change the background of an image

Hello! I'd like to take this baby photo:
4.jpg
and give it a monotone background of this colour:

as though the baby has a blank wall behind it. It doesnt really matter if some of the hair is removed (as I noticed that some of the original background would be hard to remove because of it) so long as it looks at least somewhat natural. To clarify, I'd like everything past the baby's shoulders/the rainbow towel to be changed to the colour above so that it looks like the baby is standing in front of a wall (may need to rotate photo 90 degrees). Thank you!
 
I think nobody did it because the quality of the image is really bad (blurry) and it will not look good. Don't you have any other image? or had to be this one?

Yeah, I knew that would be an issue, but unfortunately I had no other image :(

Thank you both very much for your attempts though! I've settled for using the latter image because the original image of the baby is less distorted and the background is more similar to what I'm looking for, but I'm amazed at how you managed to recreate the hair Babine!! Truly amazing to see what creative individuals can come up with on this site :giggle:
