Can't use ctrl to move side to side

I just build my new PC and installed Photoshop but noticed I can't use ctrl + scrolling the mouse wheel up and down to navigate around the canvas, which is usually how I used to do it. There are no settings for it in preferences, I checked.

Photoshop CS6 and yes, Win 10.

For what it's worth, I am running Photoshop CS5 on Windows 10 and the ctrl+scrolling feature works just fine, so I would guess that there are no inherent compatibility issues between Windows and Photoshop CS6. Here are my "general" Photoshop preference settings, if this is helpful.
