can't switch to 16 bit. why?

I'm doing lots of little touch ups to this photo. I guess I didn't switch it to 16 bit originally? I don't know. But now I can't change it, all the options are greyed out. It's in RGB mode. Nothing crazy going on with the edits. Just Exposure and Color Balance stuff. But I can't change bit depth. What's the deal?
