Cant get started - everything greyed out

Hi! I am an absolute newbie! I appreciate all you being here. I have an image I want to overlay a url on. I open photoshop, navigate to the image file (it is a gif) and the image opens...and that's it. I can't do anything. The layer tools are all greyed out. How do I add a trasparent layer and then put some text on that layer?? I have use a lot of software, but i have always had someone else to edit images for me. Now I don't. The other day I was actually able to creat an animated gif! Who hoo! but that must've been a fluke cuz now I can't even get started!
 
I am a newbie myself, but is the image in the background layer? you must create a new layer with the image or create a new "background" layer first to edit it.
