cannot open more than one image at a time CS4

Why when I open a second image in CS4, does the first disappear?
Does anyone know why this happens, or what I can do about it?
In CS2 I would sometimes have as many as 4 images open on my desktop at once.

Edit>Preferences>Interface

Uncheck the box "Open documents as tabs". I thinnk that should do it.

In CS4, they became tabs instead of populating the screen area with windows, just click the tab when you need it, you can still drag and drop between opened documents, by dragging first to tab, wait a sec and then drop.
