Can you reduce image size this much?

I want to reduce an text image from 18000x 13000 that is 300 dpi and 60 inches in length. I would like to be able to resize it about 80%. I guess I need the flexability to make it between 5 and 60 inches. It is a PSD file. Am I hopeless? It is a chrome text.
