Hi i really need help or a tutorial to make effect like this on a image.

Looks like use of the liquify filter and possibly the smudge tool.

Maybe a combination of the methods. One, you want distortion of the figure, then you can add the effect as SCTRWD suggests that will give you the strange overlay. The chrome filter should be given a try too. Interesting result you posted. Weird, lol, but interesting.

Looks like several layers of the same image cut via pen tool then liquefied maybe then pasted back as one image.

That could be. But I still agree that there is a filter used on part of it. If you use a smart filter, you can use the mask to erase effects selectively.
