Can this be alternated?

When you shrink it down that much, you're going to lose a lot of resolution. You might try changing the image size several times to get it there. Change the height, then expand the canvas size. Sometimes decreasing size works better when you do it in partial steps. Unfortunately, I don't believe that's going to work with this as taking it to a third the size will compromise it.

Redoing the type for the slogan (which you need to do in any event as you have rasterized it) will help some if you do it after shrinking the logo. Which I think is a good logo by the way. Use crisp or sharp for the font style if it's available; find one that has the option. That might help some.

I am questioning why you made the blue overlay so dark on the whale that you can't see the detail. I would cut that out altogether if I were making it.

I wish I had better advice. If you have Illustrator, I believe the type holds up better under resizing smaller. Maybe someone else will be able to advise.

PS: I'm thinking maybe taking both the blue and grey fish shapes at the bottom could be an idea. Makes the eye fill in the blanks and adds an element of interest, as well as simplification. The simpler a logo, the better.

Are you truly constrained to 350 for the height? If you could make it larger it would be so much better. I think sometimes if you downsize an image in Dreamweaver for instance, it retains more sharpness, but it's been awhile since I played in DW.

Anyway, here is the logo without the blue and grey BGs and then a smaller size, about 400 pixels with new type, Verdana sharp in 3 pt.

One more thought. This take some merging of layers and moving the solid colors over the embossed gradient layers and playing with blend modes or opacities. You lose that gradient effect, which I like, altogether when you superimpose the solid color text. So here is my version.
