Hello can someone tell me how these states have that 3D look and rough edges?

More than likely it was done in a 3d rendering program, it could have been made i one of many... You might be able to achieve this with some Extruding but im not sure how good the results would be..

The 3D states were probably done with Illustrator. It has a much better extrude tool.

I've done it in illustrator. It's very easy but I forget. You can find an illustrator 3D tutorial on youtube. If i remember correctly it is only like 4 or 5 steps to achieve this look.

Definitely done in Illustator using the 3D Extrude tool. You can make it look a lot better than this example too if you take the time to boolean add and recolor some of the pieces

PS Extended can do it pretty well using the repousse function.
