Can someone tell me how this is done?

I am starting to go crazy watching hundreds of videos and tutorials trying to replicate this image style with no luck. It appears to have a "fake" or "animated" feel to it, almost looks like a video game. I've tried various actions, 3d luts, color grading, filters, etc. Also seems like the perspective is changed or a certain lens? If someone can point me in the right direction I will forever be grateful, thanks!

The first image does almost have a GTA V look to it.

It may help if you can post the image you are starting with that you want to make look like this.
