Can photo shop make an image progressively more red or blue or other colors. I see the tools to desaturate, burn and dodge, but nothing to just change colors selectively.
 
you can do anything with it: ) try layers->new adjustment layer->selective color. also channel mixer or hue/saturation can be interesting in this menu. play with them.
or you can post the image and hopefully there will be helpful members here trying to achieve you want.

Not until I have four posts I can't. But here's a work around:

I'm trying to add red knuckles by redening the area under each finger.
 
Since you are not trying to change or shift the color of the entire image, maybe try a colorize method. You're into drawing, right? Make a new layer above. Take a soft brush a bit deeper than the color you need and paint in what you want. Set the blending mode of the layer to color. You might want to try overlay or screen, or experiment with the opacity of the layer. Since it's on its own layer, you can paint over, deepen the color, any number of things without hurting your original. Hope that helps.
