I want to know how I can create something like this but..... with my own image .... anyone able to give me suggestions??

the image would help if we could see it, all I see is the skin is recolored and the eyes have been amplified bigger and manipulated in place

Well there are a few programs that will do that, I'm mostly familiar with photoshop to do it. You will need to get a program to manipulate your photo to start.I'll go out on the limb and say download Photoshop from Adobe and try giving it a whirl.......
