Hello i have a friend who wants me to do some cover art for him in this style.How would i go about doing this,i have no exp in doing any kind of cartooning.

There are lots of products that can help you get something like this. There are various filters on Photoshop that too will achieve this.
Filter>Filter Gallery>Poster edges (maybe)
to see what can be done using Photo-shops filters. Play with the settings in each.
Also check out Topaz for some similar plug-ins, not tried them much but look like an easy option.

More to the point, how much experience do you have using PS? I ask because many, many techniques were used to generate that image, some moderately sophisticated like masking, color, contrast and brightness matching, dodging and burning, layer blending modes, "blend If" conditions, color calibration and management, etc. -- some quite sophisticated (eg, extracting the component images from their original sources without leaving a halo or any other artifacts). Achieving that "look" is far, far from simply pushing buttons.
