I'm using CS5 in Win 7 Pro 64 bit and I'm having trouble with the outlines of brushes changing color. Some of the time the outline is a bright white, which is what I want, but it frequently changes to a light gray which I have great difficulty seeing. This is a rapid change as the position of the cursor changes. Can someone please tell me how to make it stay bright white?

There's not much you can do about this.
The brush outline will change to give the best contrast, [ In Adobe's eyes ], against the pixels behind it.....light for darker pixels, dark for lighter pixels.
The outline can also be both black and white so that in the event of the outline straddling both light and dark areas it can still be seen.
This is hard coded into PS and there is no option to change it AFAIK.
