your question is very strange, i for one do not understand it
 
I think he means something like this:

To do this:
1. Select 3 from first image.
2. Paste in new document.
3. Make selection by clicik CTRL+mouse on Layer 1.
4. Create Adjustment Layers/Solid Color (any color).
5. Now play with Effects on that "shape" (gradient, stroke, beavel).

About texture, just use copy/paste that texture and work with stamp.
 
"but with the same texture and color style as the first pictures surrounding half circle" that texture is the second picture....... that why iI'm unclear.
 
As i understand he want that 3 looks natural with Halo. Same texture/gradient as Halo. But thats on him.

P.S. but it was tricky to understand.
 
I want to erase the 3 and replace it with the little dot in the second picture but i want the little dot to be the color of the surrounding halo in the first pic
 
And the pretty much same advice.

1. Using path tool (or shape) make that dot path, inner, meaning not arround white but arround "blue".
2. Copy that to "3".
3. Use copy/paste/stamp from visible texture to cover it in new image little bigger than "dot" size.
4. Using stamp or something like that fill it with that texture.
5. In menu Edit/Define patern. Name it.
6. Now return to 3 and play with that dot shape's layer effects. Use Pattern Overlay with that new pattern.

I would do something like that.
