Brand New to Photoshop . . . hot to create a simple effect

I am trying to take a normal photo (taken with my Digital Rebel XT) and give it a color scheme, so it appears exactly like this:



Any ideas?

Topaz has filters to create that effect I it is called Topaz clean2, I have all their programs, I'm pretty sure clean 2 is effect here....... email me if you need help at my page
