BMP image adjustments

I have a project consisting of scans of an early version of a book, all the files I have are bmp's. Most need adjustments like shadows/highlights etc. I make the adjustment, image looks fine until I click OK to apply, then photo reverts back to original state. I've tried saving as tif, jpg, pdf and nothing helps. Any suggestions?
 
Thanks peta62, I've tried converting it to jpg, tif, pdf, psd and it doesn't make a difference when I make the adjustments - the adjustments show until I click OK, then it reverts back to the original state. It is very frustrating!
 
I had to change Image->Mode from bmp to RGB ( Grayscale is enough, but I could not make anything with it since there are almost no grey colours ) and it started to work for me.

Peta62 - thanks for trying your hand with this. However, when I change it to grayscale then to rgb I still have no success with the changes staying - it still reverts back. I'm stumped!
 
the Bmp has only black and white and no grey
shadow/highlight adjustment needs dark grey to become lighter

you can do a trick and apply a gaussian blur or a box blur of 1 pixel to create grey tones
and then you can apply shadow/highlight adjustment

Her problem is not that she would not see changes made in Photoshop, her problem is she cannot save them.

Can you save changes in the picture I gave you back ? If yes, I can change and give you back exactly the same as you posted.
