Specific Blurry rectangular area needs correction

There's a rectangular slightly blurry space over the chest of the woman in the image. It's over the skin so it needs to be seamless or as close as possible. I've tried to fix it but always looks worse. It's more noticeable when printed as this will eventually be. Hoping one of you wizards has a better method.
