Blur Tool Help!!!

I'm having trouble with my blur tool. It works when I download a pic from the web and try to use it on that, but when I try to use it on a pic straight from my camera, it doesn't work :confused: I just want to do some skin smoothing on my pics and I can't. Any help would be MUCH appreciated!
 
what type of image is it? .jpg?

Also, check the Image Mode... if it's Indexed Color or something other than RGB Color it might not work.

goto Image (on menu bar), then Mode, and make sure RGB Color is selected.

And other tools work? If yes that right layer as well.
