Bit of advice for setting up for print

Hi

I've got to create a piece of artwork for a pavement display board (84cm (h) x 59cm (w)) and a poster 36cm (h) x 67cm (w) which is going to be printed off and used in a shop.

I was just wondering whether you think it'll be better to do it in Illustrator and create outlines for the text or in photoshop.

Also, on my document set up, should I stick to the exact dimensions that they want the artwork and do it at 300dpi? Should I put any bleed on?
