Big size reduction

Hi there, I'm relatively new to Photoshop but I've been reading a lot and picking most of the basics up pretty quickly. I'm working on a Save the Date card and am having trouble with resizing a few photos. The problem is that they were taken at a high resolution (10.0MP) but I need them to be much smaller to fit onto the card.

When opened in PS the photos are about 2500 pixels wide, and I need them to be closer to 250 pixels wide. Whenever I reduce them by this amount they lose quality and appear blurry.

Any tips would be greatly appreciated! Thanks!
 
One thing that may help is if you save the image under the "FILE --> SAVE FOR WEB option. Then click on the "4-Up Optimize" option (This way you can see how the file would look--and NOT lose quality--at four different file sizes).

It will give you the option of saving it in a different format if you'd like that too.
