Begging for help two hours after you posted a topic will not only not get you any help faster, you may have alienated someone reading that didn't want to put up with whining. Be patient and respect that lots of people are a part of this forum in their free time from professional activities or in this time of year, festivities and family activities.
That said, yes, it is possible to build those types of things in Photoshop without too much problem. There are several different effects going on in that graphic.
The two main effects that I see are:
1. The bursts of white. These could be drawn fairly easily using a couple of custom brushes. Play with the settings. Since you're using Photoshop 7, you have access to the newer brush engine which would make this type of stuff very simple. It's all about messing with settings in the brush until you get something you like, then playing with colors, blending modes, and painting on layers.
2. The conduit pipes. Those are a little more technique driven, but not hard. The easiest way to generate those type of things from scratch, I think, would be to use something like lighting effects. There are lots of great tutorials about that procedure floating around the internet, but one of my favorites is ay Phong.
