Balloon problem

So, today at work I had a really interesting request. Balloon that looks like it has dollar bills glued to it. My colleague thought that we just print a lot of bills and buy a balloon and then glue it, but I'm not sure is it little bit of overkill (and is it illegal after all). So any ideas how to do this?
 
If you want it to look realistic, I would go with your colleague's suggestion. It probably is the quickest way to get the job done, considering that if you attempt to do it in Photoshop, you have to get the lighting and all the shadowing correct. It could easily be a major PITA unless you are really good and really fast.

The only change I would suggest is to use kid's play money so you there's zero potential for trouble with the Treasury Dept, at least in the USA.

Yeah, I would be careful printing money. Here are some guidelines listed by the US Secret Service on printing "fake" (not counterfeit) money.

If I were going to do this, I would use something like this or similar. 2001
