Hello everyone, this is my first post on these forums... Because I'm in need of some help and/or ideas.
I'm playing a tabletop game with my friends and I decided to use a map from the PC game Heroes 3 as a map for the tabletop game. A piece of the map (for example) looks like this:

I want to manipulate the standard look of the game through Photoshop. I want to achieve a colder, dreamier version of the given example. Maybe even a bit cell-shaded, if it's possible?
Can you assist a Photoshop newcomer with tips on how to get these results? I realize cell shading might be a bit difficult for someone as inexperienced as me, but maybe the first part of my questions were a bit easier?
