Anyone know how to make a photograph into an oil painting?

Can someone show me how to convert a photograph into an image that looks like an oil painting?? The filter just doesn't seem to do it for me.

I'm using for that the Topaz plugin, it's a great tool to enhance photos ...
but for free stuuf you could use some of the tutorial swiming arround in the internet and here is two of them :
an easy way :

download photoshop CS6 Beta has an excellent oil painting filter.

For earlier versions of photoshop you need to download pixel bender from adobe labs a free plugin that has hundreds of plugins that you can download all for free from the exchange. Oil painting is 1 of them

Hoogle is right about Pixel Bender. I was able to use that for Photoshop CS5. The Pixel Bender extension is available here for download: http://labs.adobe.com/downloads/pixelbenderplugin.html.
