Anybody know how to get the streak/lightning/fire effects in this picture?

Anybody know how to get these effects? Any packs with them in it?

Hello and welcome to PSG.

Yes, we know how to do these effects. There are no packs with them in it.
 
They all looks like pretty basic outer-glow effects. I made this by just drawing a straight line with the pen tool, on top of a black background, then stroking the line with "simulated pen pressure," and then adding an outer glow layer style in a similar color.

What is your level of experience with Photoshop?

As AgentM stated, these are very basic effects, I'm not sure to what level I need to explain.

The white outline is nothing more than a subject who has been selected, and removed from it's original background.

Then it's placed on and merged with a white background.

A layer mask is then applied to the merged layer and the Polygonal Lasso Tool is used to "cut out" the subject leaving the white border.

Been using Photoshop for years, now that this has been explained I'm kinda disappointed that I didn't already think of this. Thank you for the help though!
