Since you don't have a drawing tablet, I would recommend creating and manipulating shapes to create the eyes.
For example, a single mouseclick with your brush set at hard round, 100% opacity, will give you a perfectly round pupil.
Try using the pen tool to draw out the almond-shaped eyes, then use the eraser tool to smooth out the corners.
Whenever you want to add shade or hilights to a portion of the eyes, always select your shape (CTL+CLICK on layer thumbnail), so your lines won't go outside the shape when you're painting.
