any other way to fix jagged?

hi, im trying to remove those jagged edges and cant make it work in this picture (even if it worked with others) , i tried:

contracting it
repainting it with color range
filling it with color blend
using the same image as black and white and using it behind to fix the border
using the smudge tool
using blur..
also tried selecting it and using select and mask, even using way to much feather to cut it and paste it in a new background yet it doesn't seems to work,

any suggestion? specially in the blazer corner?

Your picture has the next properties: 845 X 1323 px @ 72ppi
It is the last part, 72ppi that makes the image looking jagged.
I'm not sure how to do this in PS but there are a few programs (don't expect miracles) able to enhance a picture while making it a bit bigger.
As plug-in of CorelPaint I have PhotoZoom Pro 4 (old version)
I managed to enlarge the picture to 150 % while also increasing the ppi to 300. (1268 X 1985 px @ 300ppi)
The result is this:

when opening this picture in PS always turn it into a smart object.
This will prevent quality loss when making it smaller and or bigger.
 
It is not the size that matters but the amount of pixels per inch.
I did increased those from 72 to 300, making the contours lesser jagged.
But as I already said, you can't turn a low resolution picture (72ppi) into a high resolution picture...
The only thing this kind of programs is doing is reduce the pixelation.
The fact that this isn't a recent picture isn't helping neighter.
There are many ways in PS and one of them is: (no audio only written discription)

I slightly disagree Eggy. It really depends on the situation. Some types of paper used in magazines makes scanning difficult. Regardless of what ppi you have. These kinds of situations makes images very difficult to fix, not saying it's impossible, but it is a pain in the butt sometimes.
