Animating effect parameters?

Hi, I'm rather new to animations in Photoshop. I'm wondering if there is a (simple) way to animate effect parameters for example. Let's say I want to create an animation for a still that gradually increses the strenght of oil paint effect filter. I don't mean gradually increasing the opacity of a layer containing the oil paint effect, but actually gradually increasing certain values of an effect/filter. I know I could do this frame by frame but I'm interested in automated function for this. Thanks in advance!
 
I'm fairly certain that the answer is yes. The automation would involve staging the effects at certain points throughout the process of applying the filter. The steps would involve making progressive changes, then merging all visible layers into one target layer and continuing on to the next filter adjustment. Repeat for each desired stage.

I don't know if the actual animation can be automated and added to the above mentioned process, but I suspect there may be a way.

Creating progressive steps in a GIF is very easy and could be done after the action has run..
 
Does your method automate the change of parameter for effect? I mean of course this could be done by hand, like changing the effect parameter for every frame individually but that's alot of work? I'm looking for a solution where I can set the starting value of a parameter ja then ending point at different point in timeline and photoshop would make gradual changes along the timeline, like in softwares like Da vinci Resolve or Resolume Arena. Yeah sure I could use those software but I don't have the oil paint effect on them, for example.

With apologies, but I've already explained that I think it can be done as far as creating an "image" at each point the "parameters" are changed with dialog asking for new "parameters" at each step. What I'm not certain about is the automation in animating each of these "images"/stages/steps.

I'm not as familiar with scripting and what I'm referring to is an action.
